      Is this possible? I'm trying to evaluate the product in an environment that does not have internet access.

      You will need to connect to at least one MySQL server.  Without a server a client program is useless.  It does not matter if the server is accessed over the Internet, local network or from local machine (but useful evaluation will require a server doing something meaningful).
