To reproduce problem:
Create a unique index from 'Manage Indexes'. Close that window. Open again and try to uncheck 'unique'. Not possible. You must drop index and create again.
If you double click the “Unique” flag (or press the edit button) you can uncheck it.

This is by design, you need to edit and change from Unique to Fulltext.

I think allowing the user to change the value out there itself will not do any harm. Its more intuitive!
If he just wants to turn on/off UNIQUE/FULTEXT or wants to change the name of the index. That can be done from the grid.
