  This s is not an *authentication* error (in other words not related to password at all), but a *connection* error.

  I am sorry but I am not able to understand you. Please elaborate what you did and checked already.
  
  Anyway:
  
  1) Try to disable firewall(s) on both server and client machine
  
  2) Check for 'skip_networking' and 'bind_address' settings in MySQL configuration
